Setting myself up for painful disappointment.
Flutterby points out a new version of Hot or Not for blogs. Unable to resist, I've registered MonkeySpeak.

Well, when I registered, it was given a starting value of 1.5. I'm not sure how they got to 9.9 from there, but it probably involves importance weighting or some other mitigating factor.

It said I was the first one to rate your blog. Based on my rating, you got a "9.9". I'm sure that on the little list of checkboxes, the one I picked didn't say "9.9" :-)
